    Vehicle in Motion

    Review of the reported driving behavior and events leading to the stop, including what the officer observed, what the available video actually shows, the basis for the traffic stop or detention, and whether the driving evidence meaningfully supports an impairment inference, measured against NHTSA recognized impairment indicators.

    Personal Contact

    Evaluation of the officer's observations after contact with the driver, including speech, coordination, demeanor, odor observations, divided-attention behavior, statements, and other reported signs of impairment. Where body-worn or dash-camera footage is available, those observations are compared directly against the written report.

    Pre-Arrest Screening

    Review of the investigative steps used before the arrest decision, including Standardized Field Sobriety Tests, HGN, Walk-and-Turn, One-Leg Stand, preliminary breath testing, PAS and PBT evidence, officer instructions, test administration, clue interpretation, physical or medical limitations, and the overall evidentiary basis for the arrest decision.

    Drug Recognition Expert Evaluation

    When applicable, independent review of the DRE evaluation and resulting impairment opinion, including administration of the twelve-step process, observations, vital signs, eye examinations, psychophysical testing, toxicology, consistency with the DRE matrix, alternative explanations, and whether the ultimate opinion is supported by the complete record.

    Administrative Processing

    Review of the post-arrest investigation and chemical testing process, including evidentiary breath and blood testing, timing, observation requirements, instrument or procedural records when relevant, blood draw and chain-of-custody issues, toxicology, implied-consent procedures, and comparison of the chemical evidence against the rest of the investigation.

    Conclusion & Litigation Strategy

    Each comprehensive evaluation culminates in a clear assessment of the record as a whole. The final analysis identifies the most significant strengths and weaknesses in the investigation, places individual deficiencies in context, and translates the technical findings into practical information counsel can use for case strategy, motions, negotiations, cross-examination, hearing preparation, or trial. Where the State's evidence is technically sound, that is identified candidly; where meaningful weaknesses or inconsistencies exist, they are explained and documented.
